Civic Designer (NCS) - Mayor's Office of Performance and Innovation

Baltimore City seeks a Civic Designer to join the Mayor's Office of Performance and Innovation. This role combines social science research, human-centered design, and data analysis to improve city services. You will work with agency staff, residents, and technical teams to understand challenges, develop, and test practical solutions.

• Conduct qualitative and quantitative research with residents and city employees
• Map resident journeys, staff workflows, and service-delivery systems
• Develop and test prototypes of forms, communications, and operational tools
• Analyze administrative, operational, and survey data
• Support cross-functional innovation projects and document methods
• Facilitate workshops and co-creation sessions
